Sara Randall

Former Chief Operating Officer

June 2019 - July 2024

Sara Randall was appointed to the substantive role of Chief Operating Officer in June 2019, having previously been Acting Chief Operating Officer and Acting Director of Clinical Services.

Sara was Deputy Director of Clinical Services for Oxford University Hospitals from November 2011, prior to which she was Executive Director of Operations and Performance of the Nuffield Orthopaedic Centre NHS Trust.

She originally trained and worked as a nurse before moving into operational management roles.

David Walliker

Former Chief Digital and Partnership Officer

October 2019 to 30 April 2024

David was accountable for digital technology, applications and data.

David provided leadership for strategy, information and the digital transformation of the Trust and its relationships with external partners, acting as Trust lead on developing integrated partnerships in particular with the Oxfordshire place-based system. David was also the Trust lead on all Freedom of Information matters and is the Senior Information Risk Manager for the Trust.

David joined the Trust in October 2019 from Liverpool University Hospitals NHS Foundation Trust and Liverpool Women's NHS Foundation Trust where he was the Chief Information Officer at both trusts.

Prior to his roles in Liverpool David worked as National ICT Manager for the Welsh Ambulance Service and Head of Informatics for Cheshire and Wirral Partnership NHS Foundation Trust where he commenced in 2004 after 10 years in the commercial sector.

David holds an MSc in Health Informatics and is a Fellow of the British Computer Society.

Paula Gardner

Former Interim Chief Nursing Officer

March 2023 to 30 April 2024

Paula's portfolio included the professional leadership and education of more than 5,000 nurses, midwives and allied health professionals working at OUH.

She is an experienced nurse who has worked in acute NHS trusts for 40 years, most recently as Chief Nurse at Worcestershire Acute Hospitals NHS Trust.

Eileen Walsh

Chief Assurance Officer

May 2011 to October 2024

Eileen began with the NHS as a graduate management trainee, following a career in postgraduate academic scientific research.

She has a range of NHS management experience, predominantly at Director level, encompassing Clinical Governance, Corporate Governance, Risk Management and Assurance.

Eileen is an active participant in the national governance agenda as an invited speaker on risk, governance and assurance topics and has a strong interest in influencing national policy.

She previously held Director-level roles at University Hospitals Birmingham, Heart of England and Guy's and St Thomas'.

Paula Hay-Plumb OBE

Former Chair of Audit Committee

September 2017 to 3 September 2023

Paula is an experienced board director who has worked across the public and private sectors. Her executive career included serving as Chief Executive of the National Regeneration Agency, English Partnerships, and Corporate Finance and Group Reporting Director at Marks and Spencer plc.

Paula's current non-executive portfolio includes the Crown Estate and Michelmersh Brick Holdings plc. She is also a Trustee of both Calthorpe Estates and the Mineworkers' Pension Scheme. She has previously been a Non-executive Director of the National Audit Office, the Forensic Science Service and Skipton Building Society.

In 1997 Paula chaired the Coalfields Taskforce set up by Government to produce a programme of measures to regenerate former coalfield areas of England and help the communities which had suffered from the pit closures. She subsequently became a founding Trustee of the Coalfields Regeneration Trust.

Anne Tutt

Former Vice-Chair and Senior Independent Director

Anne is a Chartered Accountant with more than 25 years of Board level experience in executive and non-executive roles.

She has led successful finance and management teams in organisations ranging from owner-managed companies to large multi-nationals in sectors including manufacturing and banking. She was Chair of the OUH Investment Committee.

Since August 2006 she has had a portfolio of non-executive directorships and financial consultancy roles across the public, private and social enterprise sectors.

She is also a Director, Trustee and Chair of the Audit Committee of the International Network for Advancing Science and Policy Ltd, a co-opted lay member of Council, Swansea University, and a member of the Advisory Board of the Episcopal Church of South Sudan and Sudan University Partnership.

Dr Anny Sykes MBBS FRCP PhD

Former Interim Chief Medical Officer

July 2022 to 8 October 2023

Anny has been a Consultant in Respiratory Medicine at Oxford University Hospitals, specialising in Lung Cancer, since 2013. She was Deputy Chief Medical Officer at the Trust from 2019 to 2022.

She trained in Respiratory and General Internal Medicine in North West London and Imperial College where she completed her PhD, and also worked as a Lecturer.

She has completed a Master's Degree in Medical Leadership and Quality Improvement, as a Health Foundation Fellow, and has held positions as Director of Clinical Improvement and Director of Safety and Effectiveness at the Trust.

Rachel Stanfield

Former Acting Chief People Officer

April 2023 to 31 July 2023

Rachel joined the Trust as Director of Workforce in December 2019 and was appointed as Joint Chief People Officer in July 2022.

Prior to that, Rachel was a Deputy Director of People and Organisational Development and Programme Director for the National Physician Associate Expansion Programme.

Rachel has over 20 years' NHS experience, spanning a range of strategic and operational management and leadership roles, as well as strategic consultancy and project management.

Rachel is a Fellow of the Chartered Institute of Personnel and Development (CIPD). She has a Masters degree in Health Services Research and a diploma in Organisational Development and Change Management from Kingston Business School.
